RIPA
Racial and Identity Profiling Act
In 2015, the Governor signed Assembly Bill 953, known as the Racial and Identity Profiling Act (RIPA) which requires the collection of specified demographic data by law enforcement agencies. As outlined in Penal Code Section 13519.4, this Act also established the Racial and Identity Profiling Advisory Board for the purpose of eliminating racial and identity profiling, and improving diversity and racial and identity sensitivity in law enforcement. In addition to reviewing agency data, the Board issues an annual report which includes detailed findings on the past and current status of racial and identity profiling.
Policy and Reports
The California Highway Patrol (CHP) is committed to fair and impartial policing that is free of discrimination or bias. Departmental policy relating to racial and identity profiling and demographic data collection is contained in General Order 100.21 (PDF)

As recommended by the Racial and Identity Profiling Advisory Board, the California Highway Patrol asked academic researchers with the California Policy Lab to analyze our RIPA stop data, to include comparisons of enforcement and non-enforcement public contact data.
